Ti Quan Yin is an Oolong Tea. It is sold all over the world at many different prices and with many different names. I have heard it called Milk Oolong, Butter Oolong, Wu Long and Silk Oolong amongst others. The Chinese (who should know, after all), call it 70 Red and 30 Yellow. This relates to the proportion of dark and light colours in the leaf. A broker described Milk Oolong to me as 'Ti Quan Yin with added codswallop!'
